The Question Behind Falco's Biggest Contract: Can You Prove Your People Are Ready?

Somewhere in most major bids, the client asks a version of the same question: can you prove your people are ready to work? Not whether you run training, or whether you have a safety policy. Whether you can prove it.

For Falco Construction, that question came up while competing for an expanded framework agreement with UK Power Networks. Falco's answer helped it secure the most significant contract in the company's history. Here's how it got to the point where saying yes came with evidence attached.

A Strong Safety Culture That Was Hard to Show

Falco runs more than a hundred mobile teams across London and the South East, working around the clock in the electrical, water and telecoms sectors. The workforce is spread out and multilingual, and the work is high-stakes. Everyone needs to stay briefed on utility avoidance, PPE, site-specific hazards and changes to how jobs are done.

The culture behind that work was already strong. Terry McHugh, Falco’s Director of Health, Safety and Wellbeing, had spent years building a quality-first approach, with expanded internal auditing and continuous improvement running through the management team and the workforce alike.

The gap wasn't effort. It was evidence. Briefings were being delivered, but there was no reliable way to show, across every team and site, that they had been understood. For a company bidding to keep and grow major framework contracts, that gap was a commercial risk as much as a safety one.

Building on What Workers Already Used

Falco had already built its own app, used every day for timekeeping and incident recording. Instead of asking people to download something new and change their habits, LUMA1 was built directly into that app. Same interface, same routine, on any device and any site.

From there, a few changes made the difference:

  • Toolbox talks that had lived in Word documents became short videos designed for phones.

  • Briefings were delivered in multiple languages, so the same message reached everyone in the language they understand best.

  • Good practice from Falco's most experienced people was captured and shared across the company, including safety re-enactments created by Falco's own teams.

The question "did they understand it?" finally had an answer that could be backed up.

When the Question Came Up

UK Power Networks' expanded framework covers all three of its operating areas: London, the East of England and the South. When Falco competed for it, the ability to evidence workforce competence was part of what set it apart.

To be clear, LUMA1 didn't win the contract. Fifteen years of operational excellence, a proven safety record and deep client relationships did that. What changed was that when the client asked whether Falco could prove its people were ready to work, the evidence was already there.

“The LUMA1 platform enables us to communicate quickly and effectively with our geographically dispersed workforce, providing confidence that critical safety messages are not only received but clearly understood in a fully auditable manner. This consistency and demonstrable proof of understanding were significant differentiators that directly supported us in securing the most significant contract in Falco's history.” - Terry McHugh, Director of Health, Safety and Wellbeing, Falco Construction

The contract runs for six years with a two-year extension option. It puts Falco at the center of one of the UK's most significant infrastructure programs, getting cable in the ground to support Britain's electrification and net zero targets. For an employee-owned company of Falco's size, it's transformational.

Where Falco Goes From Here

Falco and LUMA1 are expanding the work together to include company induction, live training event records and a growing library of animated safety content covering utility avoidance, PPE, manual handling, driving and more. The goal is a single, audit-ready record for every person, on every site, every day.

As UK Power Networks' program accelerates toward 2030, Falco's ability to prove readiness grows with it.

Turning Safety Culture Into Evidence

Plenty of companies have a safety culture as strong as Falco's. Far fewer can show it on demand. LUMA1 fits into the tools your people already use, turns the training content you already have into short, multilingual, mobile-friendly modules, and gives you an auditable record that safety messages were understood, not just sent.
